KO2 - last official versions

Hi,
sorry for my many questions but after 25 years I don't remember all I knew about KO2.
apart from KO2CV developed by Steve, KO2 Final Whistle can be considered just a fixed version of standard KO2 or it adds new features to the game ? what does it really do ?
the last version of KO2, before the release of KO3, should be Return to Europe, right ? it just features european teams or introduces new features to the game too ?
